Expert Witness
Dr. Steven Wolfson helps you, the legal
professional, prepare and present your case using
quantitative methods such as statistics, demographics, and
economics. Persuasion, logic, and theatrics are not
enough to convince today’s sophisticated judges and juries
of the virtues of your case. Hard evidence is needed,
which is where Dr. Wolfson comes in. After 25 years as
a practicing attorney, Dr. Wolfson earned his Ph.D. in
Public Policy and Political Economy, and now employs skills
acquired in those disciplines to craft your case into a
prodigious model of analytical clarity. Let the facts
speak for themselves!
Dr. Wolfson is able to provide guidance
on a full range of discrimination and racial profiling
claims, whether under Title VII of the 1964 Civil Rights
Act, 42 U.S.C. § 1983 claims, the Age Discrimination in
Employment Act, the Americans with Disabilities Act, or the
Fourteenth Amendment to the United States Constitution.
Dr. Wolfson avails himself to
attorneys, law firms and government agencies, and is
available only on a
consultation basis to the general public.
Among the areas in which Dr. Wolfson
offers attorneys expert witness testimony are:

Dr. Wolfson helps attorneys and
government agencies with discovery of underlying data,
creation of a statistical model, and as an expert witness.
Dr. Wolfson can help with all types of legal disputes that
require statistical and economic expertise, including civil
rights, wrongful death, zoning, and redistricting cases.
Dr. Wolfson has extensive
experience in dealing with statistical and economic
issues. His Ph.D. focused heavily on statistical
analysis, and his doctoral research involved analyzing 5.2
million traffic stops by studying racial patterns to
determine whether racial profiling existed.
Dr. Wolfson's legal training and experience allow him to
provide more efficient expert assistance than a
non-attorney trained in statistics or economics, but not in
the law. For example, he has hands on experience in
collecting data from government agencies and private
parties, and is able to craft much of the necessary
discovery on his own without assistance from counsel.

In discrimination and racial
profiling cases, expert proof is necessary to establish
your prima facie case. Employers,
government or law enforcement agencies defending
themselves against discrimination claims also require
expert support in rebutting the claims of illegal
discrimination. Dr.
Wolfson has created the copyrighted Wolfson Model for
Detecting Evidence of Racial Profiling©,
adapted from his Ph.D. dissertation.
Dr. Wolfson combines his experience
as an attorney with his expertise in dealing with
statistical issues involving racial data to assist
counsel.

Dr.
Wolfson has extensive experience in dealing with
statistical issues related to civil rights law. He
teaches college level classes in economics, and his
Ph.D. focused heavily on statistical analysis.
His doctoral dissertation involved the analysis of 5.2
million traffic stops in the state of Texas analyzing
racial patterns to determine existence of racial
profiling. Moreover, in his law practice, Dr.
Wolfson has experience serving as counsel to the
Internal Revenue Service defending against claims of
discriminatory employment practices.
Dr. Wolfson is able to provide guidance on a full range
of discrimination and racial profiling claims, whether
under Title VII of the 1964 Civil Rights Act, 42 U.S.C.
§ 1983 claims, the Age Discrimination in Employment Act,
the Americans with Disabilities Act, or the Fourteenth
Amendment to the United States Constitution.
In wrongful death or discrimination cases, the calculation of
economic damages often requires complicated time series analyses. To do
these analyses, it is important to find a consultant and expert witness who is
experienced in handling statistics and capable of complex data management.
Dr. Steven Wolfson combines his experience as a practicing attorney with his
expertise in dealing with statistical questions to assist parties in all forms
of litigation that require economic projections.

In addition to being a lawyer, Dr. Wolfson has extensive
hands-on experience both with data management and statistical analysis.
His doctoral research required him to manage a database involving data from over
5 million traffic stops. Before any meaningful analysis could be done on
this data, Dr. Wolfson had to translate it into a usable form. This data
management experience is helpful in many different types of statistical
analysis.
Dr. Wolfson currently is a program evaluator (statistician)
for a major metropolitan public school district, overseeing compliance of large
educational grants with the No Child Left Behind Act of 2001 and the Government
Performance and Results Act of 1993. He is also instrumental in writing work
plans to obtain grant financing for programs within the district. Present
programs include Safe and Drug Free Schools, and student voluntary drug testing.
He has taught college level courses in economics, and
is experienced in serious economic statistical analyses, such as time series
analysis. For example, in a employment discrimination case, often back-pay
and front-pay are available as means to measure the damages. In order to
calculate front-pay, or economic damages for wrongful death, time-series
analysis is necessary to estimate what the salary of a particular person would
be at a particular time, and to translate that amount of future or past income
into present value.
Dr. Wolfson is uniquely positioned to provide useful
consulting and expert witness services both because of many
years as a practicing attorney and his academic experience dealing with
economic and statistical issues.
Demographics Expert Witness -- including redistricting and
zoning
Expert analysis of statistical and demographical data can
be necessary in a range of cases, from zoning disputes to redistricting
challenges. Dr. Steven Wolfson combines his experience as a practicing
attorney with his expertise in dealing with statistical questions to assist
parties in all forms of litigation that require demographical analysis.

Dr. Wolfson has extensive personal experience with both
management of data and statistical analysis. His doctoral research
required him to manage data from over 5 million traffic stops. Before any
meaningful analysis could be done on this data, Dr. Wolfson had to translate it
into a usable form. This data management experience is helpful in many
different types of statistical analysis. Any attorney is able to request
demographic data from a governmental agency, but often this data will be in a
form that is extremely difficult to use, and data management skills are
necessary to translate that data into a usable form.
Dr. Wolfson is able to apply his statistical expertise in a
variety of legal contexts, including legislative and congressional
redistricting, zoning, and homeland security cases. In addition to being
an attorney, he teaches college level classes in economics, and his Ph.D.
focused heavily on statistical analysis. His doctoral dissertation
involved the analysis of 5.2 million traffic stops in the state of Texas
studying racial patterns to determine whether racial profiling existed. He
is experienced in handling demographic data.
Because of Dr. Wolfson's experience as a practicing lawyer,
he is uniquely positioned to provide efficient expert consultation and
assistance. For example, he is experienced in obtaining the crucial
demographic data from governmental agencies, and is able to do discovery
requests on his own, rather than explaining to counsel what documents or data
need to be requested.
